The short version
- SelfieToPassport: $6.95, free preview, a 2 x 2 inch photo on 4x6 and letter sheets; it does not replace the background, so lay the baby on a plain white sheet.
- Passport Photo Guru: $2.99, free preview.
- Visafoto: $9 per photo, preview before you pay.
- Snap2Pass: $11.95.
- PhotoAid: $16.95 digital or $19.95 with two prints.
- PhotoBooth Online: price not shown before upload; the photo comes first.
- A baby’s eyes do not need to be wide open; no parent or hands in the frame.
- The State Department wants a busy background fixed by retaking, not in an app.
- Bring one 2 x 2 inch photo, on photo paper and loose, with Form DS-11.
How this comparison works
Each price below comes from the service’s own page, read on November 4, 2026 from a U.S. connection, or in a browser where the price only appears with JavaScript. We compare what the pages state: the price, whether you see the photo before you pay, and how each one handles the background. We do not score or rank the apps.
Where a page does not show a price before you upload a photo, we say so instead of guessing. The acceptance agent or passport employee reviews the photo; no app can promise it will pass.
The rule
- Parents bring 1 photo with a child’s passport application and leave it loose: the acceptance agent or passport employee reviews it and does the stapling. travel.state.gov
What each baby passport photo app charges
From the lowest price shown to the highest: Passport Photo Guru charges $2.99, SelfieToPassport $6.95, Visafoto $9, Snap2Pass $11.95 and PhotoAid $16.95, or $19.95 with two printed copies.
PhotoBooth Online’s baby page shows no price before you upload a photo: you see the finished photo first.
The rules
- Passport Photo Guru charges $2.99 for a baby passport photo and offers a free preview. passportphotoguru.com
- Visafoto charges a one-time fee of $9 per photo, according to its prices page. visafoto.com
- Visafoto shows a preview of the finished photo before you pay. visafoto.com

- PhotoBooth Online shows the finished 2 x 2 photo before any price appears, with no account needed. photobooth.online
The rules every baby photo has to meet
A baby’s eyes do not need to be wide open, but the head size is the same as an adult’s and only the baby may be in the photo. The State Department suggests laying the baby on a plain white or off-white sheet.
Its examples of unacceptable child photos include a pacifier over the face and shadows across it, so check those in any app’s preview before you pay.
The rules
- A baby’s eyes do not need to be wide open in a U.S. passport photo, while every child past babyhood must have both eyes open. travel.state.gov
- Only the child may appear in a U.S. passport photo, so a parent supporting the baby has to stay out of the frame. travel.state.gov
- Parents can lay an infant on a white or off-white sheet with no pattern, or drape that sheet over a car seat and sit the baby in it, to get a plain backdrop. travel.state.gov
- Whatever the baby lies or sits on, the backdrop has to read as white or off-white, plain, and free of shadows, texture, objects or lines. travel.state.gov
- Shadows falling across a baby’s face are not acceptable in the passport photo. travel.state.gov
- Babies get no size exception: Form DS-11 still requires the head to measure 1 to 1 3/8 inches from the bottom of the chin to the top of the head. eforms.state.gov
- A pacifier covering part of the face is one of the State Department’s examples of an unacceptable child photo. travel.state.gov
Background: fix the setting, not the file
The State Department says a busy or colored background behind a child is not something to correct in an app; it wants the setting fixed and a new picture taken. PhotoBooth Online and Visafoto say they replace the background.
SelfieToPassport does not replace it. Lay the baby on a plain white or off-white sheet, with even light and no shadows, and the background is already right.
The rules
- A busy or colored background behind a child is not something to correct in an app; the State Department wants the lighting and setting fixed and a new picture taken. travel.state.gov
- Parents must hand in the photo exactly as taken, with no filters, retouching or other digital changes. travel.state.gov
- PhotoBooth Online says it crops the baby’s photo, sets the head size and replaces the background with plain white. photobooth.online
- Visafoto’s baby passport page says its tool replaces the background automatically. visafoto.com
What SelfieToPassport does
SelfieToPassport crops and sizes the photo in your browser to 2 x 2 inches with the head in range, and puts it on a 4x6 sheet and a letter-size sheet you print at a photo counter or at home. It does not replace the background or retouch the face.
The preview with the measurements is free. The files cost $6.95 per person and document, once, with up to 3 photos for the same document within 30 days of purchase.
- Lay the baby on a plain white sheet, or drape the sheet over a car seat, near a window.
- Shoot from straight above, with no hands, toys or pacifier in the frame.
- Check the preview: head size, face toward the camera, no shadows.
- Print on matte or glossy photo paper and bring one photo, loose, with Form DS-11.
The rule
- Form DS-11 asks for the child’s photo to be printed on matte or glossy photo-quality paper. eforms.state.gov
