What each maker charges

Each price below comes from the maker’s own page, read on the date shown. Free and paid tools both crop and size a photo; what differs is what comes with the file, so read what each page includes.

The rules

  • OpenPhotoId says every feature and every photo is free. openphotoid.com
  • Passport Photo Guru charges $2.99 for the HD download, which includes a print-ready 4x6 sheet. passportphotoguru.com
  • Passport Self says its online tools are currently free to use. passportself.com

What the free options do not cover

The State Department’s free tool crops a visa photo and leaves the decision to an employee; it does not check the photo for you. A free maker is worth trying first if it shows you the head size and the background before you print.

SelfieToPassport’s preview with the measurements is free too. What the $6.95 adds is the full-size file, a 4x6 sheet and a letter-size sheet, up to 3 photos for the same document within 30 days of purchase, and a 7-day refund.

The rules

  • The State Department’s free online photo tool only crops an image; a State Department employee makes the final decision on whether a visa photo is acceptable. travel.state.gov
  • The U.S. Department of State requires a printed passport photo of 2 x 2 inches (51 x 51 mm). travel.state.gov
