Form I-765 photo rejected? What to check and how to fix it

As of October 25, 2026, when Form I-765 is filed online, USCIS asks you to scan the passport-style photo or take a picture of it with your phone and upload it; uploaded files are generally PDF, JPG or JPEG and no larger than 12 MB. The photo itself is a 2 by 2 inch color photo taken recently, full face from the front, with the head 1 to 1 3/8 inches from the top of the hair to the chin, on a white to off-white background, and not edited or digitally enhanced. A retouched photo delays the application and may lead USCIS to ask you to appear at an Applicant Support Center. SelfieToPassport makes the 2 x 2 inch photo from your phone on 4x6 and letter-size print sheets, with a free preview, for $6.95.

How the photo goes into an online I-765

You can file Form I-765 online from a USCIS account, or on paper if needed. When an online form needs passport-style photos, USCIS asks you to scan them or take a picture of them with your phone and upload the result.

Uploaded files generally have to be PDF, JPG or JPEG, and none can be larger than 12 MB. These are USCIS’s general upload rules; it gives no pixel size for the photo.

The rules

  • Form I-765 can be filed online after creating a USCIS account, and a paper application remains an option when needed. uscis.gov
  • When an online USCIS filing calls for passport-style photos, the applicant has to scan them or photograph them with a phone and upload the result. uscis.gov
  • Every file uploaded to a USCIS online form must be 12MB or smaller and is generally a PDF, JPG or JPEG. uscis.gov

The photo rules from the I-765 instructions

The photo is 2 by 2 inches, a full face seen from the front, in color and taken recently, on a white to off-white background.

The head measures 1 to 1 3/8 inches from the top of the hair to the bottom of the chin, and the top of the eyes sits 1 1/8 to 1 3/8 inches above the bottom edge. Keep your head bare unless your religious denomination requires headwear.

The rules

  • Each photo for an Employment Authorization Document application must be a 2 by 2 inch, front-facing image of the full face, per the Form I-765 instructions. uscis.gov
  • On a work permit photo, USCIS sets the head height at 1 to 1 3/8 inches, with the hair included in the measurement down to the chin. uscis.gov
  • The Form I-765 instructions want the top of the eyes between 1 1/8 and 1 3/8 inches from the lower edge of the print. uscis.gov
  • Photos sent with Form I-765 must show a white to off-white background behind the applicant. uscis.gov
  • Headwear is not allowed in an EAD photo unless the applicant’s religious denomination requires it. uscis.gov
  • USCIS asks I-765 applicants for photos of themselves that were taken recently. uscis.gov

Why a retouched photo causes trouble

USCIS wants photos unmounted and unretouched, meaning not edited or digitally enhanced. A mounted or retouched photo delays the application and may lead USCIS to ask you to appear at an Applicant Support Center to verify your identity.

USCIS also uses your biometrics to produce the Employment Authorization Document.

The rules

  • On its Form I-765 page, USCIS defines an unretouched photo as one that has not been edited or digitally enhanced. uscis.gov
  • Sending a mounted or retouched photo delays an I-765 and can lead USCIS to require the applicant to appear at an Applicant Support Center so it can verify identity. uscis.gov
  • USCIS states that, for Form I-765, it also uses the applicant’s biometrics to produce the Employment Authorization Document. uscis.gov

If you file on paper

A paper I-765 needs two identical color passport-style photos printed on thin paper with a glossy finish. Write your name and A-Number, if you have one, lightly on the back with a pencil or felt pen.

The rules

  • An I-765 application needs two identical color passport-style photos of the applicant, and USCIS wants them printed on thin, glossy paper. uscis.gov
  • Two identical passport-style photographs appear among the general requirements on the USCIS informational checklist for Form I-765. uscis.gov
  • USCIS asks EAD applicants to mark the reverse of each photo lightly with their name, plus their A-Number if they have one, using a pencil or felt pen. uscis.gov

How to fix the photo

SelfieToPassport crops and sizes the photo in your browser to 2 x 2 inches with the head in range and puts it on a 4x6 sheet and a letter-size sheet. It does not retouch the face or replace the background, and you see the result in a free preview before you pay $6.95.

  1. Retake the photo against a white or off-white wall, facing the camera, head bare.
  2. Make the 2 x 2 inch photo and print the sheet on thin, glossy photo paper.
  3. Scan one print, or take a clear picture of it with your phone.
  4. Save it as a JPG, JPEG or PDF of 12 MB or less.
  5. Upload it in your online I-765.
