PICA’s photo chart sets the print at 45 mm tall by 35 mm wide. The face, measured from the chin to the top of the head, should be 25 to 35 mm long, in a close-up of face and shoulders that the chart says covers roughly 65% to 75% of the photo.
Leave room above the hair. The chart asks for at least 2 mm between the top of the head, hair included, and the edge, while PICA’s web page puts that margin at 3 to 4 mm, so a 3 to 4 mm gap satisfies both.

A plain one picked to contrast with you. PICA asks darker-complexioned applicants for white with colored clothing, lighter-complexioned applicants for a pastel shade without white clothing, and people with gray or white hair for pale blue or pastel.
The print should be in color with a matte finish, with no shadows, no second person and nothing behind you, such as a chair back, flowers or a pattern.

Sometimes. Paper applications take two identical photos. For first-time applicants, children and adults who changed their name, the official who certifies the form also signs the back of one photo; overseas that can be a notary, attorney, doctor, justice of the peace or a minister who performs marriages.
Adults renewing with no name change skip certification under PICA’s rules. The Washington embassy wants one photo notarized on the back when the renewal comes by mail or drop box, and none notarized when you bring it to an appointment. Stamps, seals, clips and staples stay off the photo.

Yes, if you are an adult renewing an adult passport with no name change. From the U.S., you apply on PICA’s portal, upload a passport-sized photo saved as a JPEG, pay by card and receive the passport by courier. The portal has a photo checker for testing the file first.
PICA does not publish pixel dimensions or a file-size limit for the upload, and a passport officer reviews the photo even after the checker passes it. First-time applicants, name changes, renewals of a passport issued to a minor and lost or damaged passports go through the embassy or a consulate on paper.

It depends on the post. The Consulate General of Jamaica in Miami, which serves Florida, Georgia, Texas and other states, says photos must come from a professional photo studio and does not accept instant photos.
PICA recommends, without requiring, a professional photographer for the online photo, a camera of 8 megapixels or more and semi-gloss prints at 1200 DPI. The Washington embassy sends applicants to PICA’s photo chart, and the New York consulate posts the same guidelines.
